Upon further investigation, the issue is with Cogent Communications (AS174). We have de-peered them and network is operating normally.
Investigating
One of our upstream Internet providers, TATA Communications AS6453, is experiencing degraded performance. This seems to be an issue on the TATA network, and not 1GServers. However, we are currently investigating and re-routing traffic accordingly.
